i think the term is being used here to describe the act of what he's doing by the journalist, rather than the official title of the process of swearing him in
It does conjure up the rather amusing mental image of Doug Jones ascending into the sky while Roy Moore fruitlessly attempts to grab his feet, though.

How does he explain that one? When he thought he would win by a mile, he said his impending victory was all part of God's plan. Except he lost.
