We actually have a few Islamist militia groups here in the states, most of them are pretty chill folk, but they tend to work for Pakistani anti-Taliban groups. IIRC, they also taught the Nation of Islam groups, which got them on the naughty list with the US Government.
In regards to if other groups would use said attacks, they already have been scoping out bigger targets. They have no use for general disruption like we do, as they do not have a sustained presence which can take control of the chaos and use it for recruitment. Many of these groups, including ISIS, tend to scope out big/meaty targets like the Hoover Dam and other critical infrastructure. If you take any of those out, you p.much sabotage the electric grid for several states for a few months. I cannot remember where it was, but in one of the big water reserves in the South East, some ISIS sympathizers were scoping out a major hydroelectric dam back in 2016 ~ 2017.

We do. For the most part, groups keep plans and never take them seriously.
If we ever have some folks that are actually prepping to do shit like this, we usually tip off local law enforcement. Most militia groups are against terrorist acts due to what happened with McVeigh and the fall of the first wave.
It's mostly because the government has its hands in most of the paramilitary groups in this country. You gotta remember that most of the Militia Movement started out as "Patriot Groups" which were government financed back in the 40's, 50's, and 60's. They only broke off and formed stuff like the Sagebrush Rebellion during the 70's and 80's. The Militia Movement as a whole can be traced back to 1970, with groups of returning American veterans being disatisfied with how the government handled Vietnam, and being encouraged to form right-wing paramilitary groups in response to the left-wing groups.
The more militaristic assets came from the mid 80's, when you had several government scandals coming out, had the ongoing drug war which reached it's peak, and the ongoing nuclear scare leading to people to become preppers. Seriously, the story of paramilitary activity in this country is pretty damn interesting.
It's also ironic when you read about left-wing paramilitary groups in the 1880's ~ 1980's, which were involved in major activities such as the Coal Wars. You'll rarely hear about that though from modern left-wingers, because it's seen as a dark period or something.
No, but if you take out the power grid you effectively stop productivity. When you do that you cost the state a lot of money in loss of work. If you goal is not only to mess with the government and attract attention to your motives...it would be an efficient tactic.

For some it's just wargames shit-- it's fun to make up hypothetical situations that you could theoretically win, and militia men are of course really interested in guerilla war scenarios. For others they're legitimately looking for ways to "win" a war against the National Guard, usually by creating enough civil crises that the Guard ends up stretched too thin to defend key government buildings and personnel.
Basically it's an even split between LARPers with live ammunition and future terrorists, both of whom may or may not be monitored by the FBI at this very second.
