Just allow zoo's and these parks to sell ivory. You can cut off the tusks or rhino horns without hurting the animal at all. That would acomplish a few things. It will satisfy the market to an extent, prices can probably be reduced to undercut poachers profit, and a whole lot of elephants would be walking around with small and stubby tusks which would not be worth as much.

It isn't as easy as just cutting them off. It would be more like a surgery requiring anesthetics.
They should let me take a bunch of guns and hunt poachers. The hunter shall become the hunted.
