It's a government ID where they take all of your info, the FBI runs a VERY thorough background check on you, they take your finger prints, and then clear you for work in sensitive areas like ports, plants, and other high security areas. There are no qualifications or applying. Its a TSA ID and credential card. So anybody can get one if you're a citizen with no felonies and no ties to "terrorists".
