He kept moving the goal posts. At one point it was when they were finished being audited. Then he used it as leverage to try to get Hillary's emails. There were a few other times as well, but it was abundantly clear early on he wasn't going to ever release them.

That's actually part of the reason why my dad decided not to vote for him. He hates people trying to play him, and Trump was so obviously playing a game.
