It is, in theory, possible to trace the provenance of the nerve agent by isotope analysis. Assuming that the Novichok agent was synthesised following a route similar to that of other known nerve agents, the oxygen atom(s) in it will ultimately have come from water. The 18O/16O ratio of water taken from different sources varies due to isotopic fractionation, so the ratio found in the nerve agent will give clues to its origin. If the 18O/16O ratio of Russian water and British water are different, then that can be used to rule out one or the other. It might even be possible to look at the 13C/12C ratio to trace the origin of the organic components.

how would this influence their election in any significant way? what were they hoping for? putin getting 50% of the vote instead of 70%? and that is under the assumption this would even be a negative for him. as a 3 term president who gives off an image relative stability within russia, why would putin become a less appealing option as the west retaliates?

There's no solid proof released as of now, but I don't expect any to come in the near future as this involves a lot of national security interests. The UK has likely known about the true nature of the Novichok agents for a while now, as they were confident enough to positively identify the substance used as being one of them. Where the batch used in this attack was sourced from is more contentious, but the extreme toxicity of these compounds places stringent requirements on the facilities and expertise, necessary to safely make and deliver them. This narrows down the possibilities to a select few entities, with Russia leading the pack by a wide margin. Their coy and reticent responses to all accusations thus far does not speak well for their innocence.
