Gas is actually more efficient for heating than most electrical systems, especially if you're relying on resistive heating elements. Even most heat-pumps aren't as efficient as gas heaters, even if they're considerably closer than pure resistive heating. Even then, heat-pumps drastically drop off in efficiency the colder it gets, they work best at temperatures above 40F.
Can vouch for this. Have electric, on-demand heating at my house for water, it's no where near as effective as gas heating the water. We do have a gas heating system for our HVAC system, but the only downsides that I can reasonably think about it are the cost and if the truck doesn't come, we're SOL for about a week or up to a month. We've been without heat for a month before, it wasn't until a bunch of people were without heat that the company did anything about it. Talk about poor timing too, it was one of the coldest winters as of late.

On-demand is more about efficiency than efficacy. The biggest downside to large "boiler-style" water-heaters is that once you've used it all up you've got to wait ages for the water to heat up again. On-demand doesn't have that problem, but I've not had the opportunity to use one yet so I can't say if it "gets just as hot" or not.
I've also used a boiler system too, to be honest I still wish I could go back to that so I don't have to wait 40 seconds for the sink to heat up in order to wash dishes or my hands. But they only suck when someone is running the bath or shower.
Around here you're legally mandated to install a solar heater in addition to the electric boiler. That means you get free hot water most of the year.
