Not exactly. Historically speaking, the Supreme court ruled, like, a hundred years ago that accepting a pardon is also a confession of guilt, but in the time since the power to pardon has also been used to clear people who have been proven wrongfully convicted, who were convicted under inappropriate circumstances, etc, which obviously don't carry any admittance of guilt. Trump's use of pardons has been, ostensibly, of the latter variety. Like himself, they were subjects of "WITCH HUNTS!!!" and not real criminals.
