Imagine paying for some sort of VPN Package to avoid it being throttled to use it to avoid being throttled.
I imagine that "throttled" would be the default and you'd have to pay for a package that allows you to increase speeds to select services such as netflix. I don't think the ISPs would let smaller services enjoy normal speeds and then default throttle all the big names: I think they'd throttle EVERYONE and then extort the big brands to be included in a "package"
