I find it very unlikely this would get announced unless this person was either himself being charged, cooperating, or somehow unable to be prosecuted.

Honest question here, clearly if Trump were talking behind the scenes and directly coordinating with Russians to gain information that would be unacceptable. But if it was just Trump's loud mouth making a joke on Twitter and some russian hackers with nothing better to do took it seriously and unearthed lost emails, would you see that as treason? Would that be grounds for impeachment and imprisonment?
