Would it really be a good idea to build nuclear plants in a earthquake prone area anyway?
With proper oversight I don't see an issue with it. As long as the plants are designed, built, and tested to ensure they can handle any earthquakes or tsunamis then it shouldn't be an issue.
Wind has similar issues with NIMBY. Over here it can take years before a permit is granted, because anybody in the vicinity can issue objections that have to be evaluated. There are very strict restrictions regarding noise, visual and environmental pollution that are sometimes difficult to measure, and for some reason there's always a sizeable chunk of the neighbourhood that wants to prevent their construction.
