Aren't we just half providing laws, not a constitution?
This is unfinished, I have to head to work but I figured I'd post what I have and amend it later with the finished bits. Article 1 It is self evident that the best chance for any one nation to approach the future is through a tempered and constrained version of Democracy. For the good of the people and for our nation, the legislative branch, also known as House of Users and Hall of Moderators, shall be elected in such a way that all voices with popularity and numerical standing may speak for their constituents. To align fully with the standards and dreams that our preamble has addressed, the way that Users shall be selected is henceforth: Section 1 All House of User members must be between the ages of 23 to 60. Must be citizens, either born on our soil or naturalized 10 years prior. They must not have a criminal background beyond a felony excepting if time has passed 10 years since the last offense. Users are elected by the people of their provincial counties and the number of Users per each province are determined by the population sizes of that province. Provinces will distribute the number of Users per county equally and fairly for the rights of those citizens living in their province. Each citizen will have the right to rank their choosing of User based on personal political reference and based on those ranks the members with the most preferred ranking will be assigned as Users for that county and province. If a tie is achieved during this process, run-off elections will occur until one User candidate succeeds in the popular vote over the other. A User will serve their constituents for 4 years before going back up for re-election with a maximum term limit of 3 terms or unless they've passed the age of 60 by the end of a term. A User's vote for a proposed bill is equal to every other vote, and a 2/3rds majority is required for a law to be passed and sent up to the Senate. In the case of a veto performed by a sitting Chancellor, a 3/4ths majority is needed to overrule the veto and force the bill into law. It is the duty of the House of Users to perform the defense and maintenance for the citizens and land of this great nation The House of Users are empowered to tax citizens and businesses for governmental revenue They are empowered to draft and create a standing army for the common defense of the citizens and land The ability to perform the financial functions that are required such as borrow money, pay the debts incurred afterward and invest in in coming industries The House of Users will provide the educational, regulatory and financial backgrounds and processes required for naturalization of foreign individuals The House of Users, given such power and expected to act as the voice of their constituents, the citizens of Facepunchia, are also given unilateral power in the cases of extreme duress or upheaval so as to maintain the rights and functions of this government. Section 2 All Hall of Moderators members must be between the ages of 28 and 70. Must be citizens, born on our soil. They must not have a criminal background beyond a felony excepting if time has passed 15 years since the last offense Every province is granted two moderators to represent them and those two are elected by the ranking of the citizens within each province based on personal political preference and based on those ranks the members with the most preferred ranking will be assigned as Moderators for the county and province. If a tie is achieved, run off elections will occur until one Moderator candidate succeeds in the popular vote over the other. A Moderator will serve their constituents for 6 years before going back up for re-election, with a maximum term limit of 2 terms or unless they passed the age of 70 during the last term.

Two submissions have been accepted. Also added an Article V for specific rights of citizens. Article IV will remain as an untitled "miscellaneous" section, at least until a proper name can be come up (any suggestions don't need a vote, I'll just pick one that sounds the best). If Strawberry Clock's suggestion to move voting to whatever posts have the most agrees over disagrees gets approved with the 10 agree vote (thus, ironically nullifying itself), we could probably get more legitimate things in. Perhaps the 10 vote was a bit much since people can't be bothered to read the OP. Also, use quotations for legitimate submissions. Anything else will be ignored, especially if it's actually forum themed. If your phone can't make the quotation marks, using > is fine.
Proposed rule: 8-ball rule; in the event of a legislative deadlock in leu of a tie breaking vote as cast by a designated tie breaker, the issue shall instead be settled by consulting the magic 8 ball which shall reside with the parliamentarian when not being consulted.
Rule 666: All submissions without quoting arrows are to be responding with by an immediate ban from the convention
Our country has the death penalty. Elected "Street Judge" police division can give sentences to anyone they want on the spot. I get to be a street judge. People who take my parking space get the death penalty (with my car).
Capital punishment may only be carried out through public execution and will be broadcast through sufficient means to every citizen. Capital punishment will not be used as deterance and will only be appropriate for high crimes.

Because Goldmembers have been here for the longest and thus contributed the most to the wealth and culture (shitposting) to Facepunchia we should have additional benefits over regular users. Think of the Goldmembers as natives of the land, ala Native Americans or Aborigines. It's only fair, don't you think? Constitution Updated via StrawberryClock's submissions regarding Convention voting. Now submissions that gain more agree/yes votes than disagree/no votes within a 24 hour period will be automatically approved. Submissions will still require a quotation mark and submissions that are forum themed will continue to be ignored. Hopefully by page 5 or 6, the shitposters will have moved on and we can see some serious discussion.

Considering the fact that it is possible to buy Gold Membership, this would be ineffective.
I figured that restricting it to 3 forces a bit of inconsistency that can only be fixed through teamwork.
The use if ">" or ">." is considered a valid form of submission. The explicit use of the quote system is still accepted, but no longer mandatory, due to both the aforementioned complication of some submission devices being unable to use quotation marks, and the fact that the quote system doesn't format correctly (or even at all) when quoted by another user, making discussion difficult. Since I've seen some good submissions that would be ignored through the current rule. Figured I might as well move to change that.
It was designed mostly to be easier on me to determine what is actually is suppose to be part of the submission versus chat and discussion and to help keep a consistent formatting. Though users can easily click the empty quote box to see what the previous poster said to which is being replied to. I understand that can be a bit tedious, but it's doable. Perhaps just using the regular ">" instead of FP's quotation system would be easier in that regard to quoting other posts.
Oh, here's another one. Submissions can be edited to provide corrections (typographical or otherwise) and elaborations or clarifications after the initial submission, provided that the original submitter also edits their post to provide an online capture of the original post (with no "edited X mins ago" showing, as per the original rule in Article VI.3) using a site such as https://web-capture.net/ , hyperlinked under the text "Original Submission, Page X" (with the capitalization of both words being mandatory as a signal of formal acknowledgement of the edit). This is to ensure that voters can be safe in knowing that the submission they are voting on has not been tampered in any significant way. The "Page X" is in the event that the capture site used captures the whole page, as web-capture does, so people can quickly scroll to the relevant page and see the original text. In the event that the edit differs in any meaningful way from the original, then any and all votes will be for the text as is described in the captured original submission. To capture a specific submission, once you have edited it, select the submission text you wish to capture, quote it, and then right-click your name in the "XXXX posted:" that pops up in your text box and copy the link. Then go to web-capture and paste that URL in, set it to PDF, let it convert, and then press "view" to get the full URL. Then link that URL as you would any other link on Facepunch. You can also add "#page=X" at the end of the PDF url to have it automatically link to that page. As an example, here is a capture of my previous submission. Original Submission, Page 8.
The idea is to keep the files off the user's local machine at any point. I was going to originally just suggest screenshots, but those could be easily doctored by a person with nefarious intent. Saving and uploading the HTML yourself also allows itself for being easily manipulated. By keeping the entire archiving process entirely in the hands of a third party, it denies the ability to manipulate the contents of what is being archived, short of interception the traffic mid-transmission, which is obtusely difficult. I know it's overkill for a silly Facepunch game, but I believe that if you're going to do something, you might as well do it right.
Oh in that case can't you just use wayback machine then? They have a "Save Page Now" function where you just insert the URL.
Perfect. It doesn't have the convenient exact-page detailing, and Facepunch doesn't have explicit post-numbers for reference anymore, but it's better than nothing. I will resubmit with this in tow. I didn't know WBM had that. I only knew it did the archive-by-intervals mechanism.

Article 1: Executive Branch The Executive branch of the government serves as both the federal authority of the government, and as the outward diplomatic face of the Country. Its role is to carry out and enforce laws (as set by the legislative branch of the Government). The President and the Vice-President are elected as a pair every three years and may serve two sequential terms before being restricted from running for the office for one term (3 years). The executive branch of this hypothetical government is as follows: The President. The Vice-President. The President's Cabinet. Executive departments. Diplomatic envoys/Departments. Additional changes/additions to Constitution: The age of elected (and appointed officials) is restricted to the range of 25 years old, to 65 years old. Before or after this age restriction, a potential candidate may not run for federal office. A member of the OIFY should only be allowed to serve two sequential terms in Office before being required to take a break (as is required of the Executive branch) Elections should be held at least three months before a Senator/President/Vice-President's term is up. Medical advertisements (advertisements for medicines/doctors) are banned from being aired on television or the internet. Give me opinions so I may edit.
