Almost all of the XRay images of the devices that have been released thus far, have shown that these devices were made with little to no technical know-how regarding making a timed detonator. The wires were not close enough/connected to cause a spark, the wiring/soder seen in the images was almost like a 1st graders first attempt at welding, and honestly the list goes on.

Take this with several grains of salt because it’s mostly my own conjecture, but I believe it’s because they want to convince people to fight each other rather than risking an uprising. I’m sure Trump would be stupid enough to outright do it, but everyone else in the administration isn’t.
I think there’s a method to the madness. If the GOP ordered government institutions to use force against civilians, they’d have a much higher risk of losing their seats and power or worse. The objective of the GOP I think is mainly to maintain their grip on power and to advance their political agenda, which would be much harder and messy if they inadvertently cross a line where the half of the public sees an armed uprising as justifiable.
From a strategic standpoint, it just makes sense for an authoritarian government to let others do their own dirty work. By using effective propaganda to manipulate the masses into attacking your enemies, you don’t need to use guns or the military to enforce your will. Also it’s much harder to fight against since the attacks could come from anywhere by seemingly anyone motivated enough to carry them out. When people are willing to commit violence on your behalf, you don’t really risk anything and avoid the heavy backlash which would normally come from government sanctioned violence against its own people. Government officials can just pass the blame onto “extremism” or in this case the victims themselves if many people hate them enough.
It’s far more convenient and advantageous for them to leave things as they are. Also if the first high profile acts of violence are committed by Democrats, the current administration would have enough public support and influence to initiate a crackdown.
If the Republicans lose big in the midterms I'm afraid this event will be blamed and called a hoax by the president, which will be picked up by his millions supporters and taken by other people with violent intentions as cover for their actions.
If Trump's most vapid supporters are so far gone mentally that they'd resort to violence in response to the Democrats' winning in a fair election then we, as a country, are so beyond rescue that it's not even funny. We already had a massive civil war less than 200 years ago; we don't need another.

I don't think that the average Trump supporter would become violent, I just think they would become more accepting of violence aimed at Democrats if Trump ran with the line that it was a false flag or otherwise tried to minimize it.
