The reason you normally see people in politics resign in these situations rather than stick to their guns and let the higher ups go through with the firing process is because normally they want to avoid the public backlash from outright firing someone by any means possible. The voluntary resignation is essentially a firing, they technically still do have a say, they can go "screw your recommendation I'm staying on so you'll need to fire me you want me out" and while the powers that be could do that they wont, they'll just make the politicians life a living hell, or use other means to force the resignation out of them, some of those means can be life ruining, or if this administration is balls to the walls crazy enough life ending (highly unlikely we aren't Russia just yet.)
But yeah a voluntary resignation in politics is about as voluntary as showing up for work.

It should be pointed out: normally when an AG is fired/resigns he's replaced by the deputy AG, that's kind of the point of the position of deputy AG in the first place. Trump deliberately bypassed Rosenstein.
