Why can't she be praised for doing something positive without being told if she can or should be doing it? Proactive behaviour is something that should be praised and encouraged, and is the sign of good character.
I question whether anything she does will be good enough for you because you can't seem to give her an inch of credit on something as simple as paying people who work for you.

Over-qualification is a bullshit excuse used by sheisters who don't want to pay people what they're worth. If you "over-qualified", that means you're worth more, and they don't feel like paying that when they could just hire some schlub off the street and pay them a much lower rate to do the same job you would have done. Also, in my great-aunt's day when she was getting into computers, that last part of your post was pretty much 100% accurate. People came in looking like lay-abouts, with scruffy beards and awful hair, casual clothes, etc., but they got the job, because if you went into an interview for systems specialist/administrator looking like that, then you must be really damn confident about your abilities. (that was her take on it anyway, I don't think it occurred to her that back then, computer nerds weren't in such abundance) There are plenty of volunteer positions in poorer places, you short-sighted goon. Our local zoo runs pretty much solely on volunteers because funding for public works/attractions is garbage here.

Unpaid internships are horse-shit and you know it. That's the argument you've been trying to skirt around this whole time. My point is, there's money set aside, these politicians are hardly poor (namely the ones who've been in the game for quite possibly literally decades), they can afford to pay people who need somewhere to live that's close to work and, you know, food.
A lot of people think unpaid internships are dumb. It's something I've always avoided. If someone REALLY wants to do it why should we stop them? It's their choice. Instead of getting government involved I encourage that people make others aware of these types of abuse internships. Government generally makes things worse and there are a lot of ways to get around regulations.

Also, I fail to see any logical reason why they'd wait that long to enact proper pay for their interns when a bored diesel mechanic sharted out a pay policy that'd make those interns quite happy indeed in under two minutes. They're waiting for guidelines because that's a convenient excuse for them to continue to demand their interns work for free. They will find another, and another, when excuses run out they will do the absolute bare minimum to satisfy the law while doing everything in their power to find loopholes. Maybe it's only minimum wage, scheduled for just 20hr/week, while demanding they take the other 30hrs worth home with them. Maybe its withholding benefits, or making them pay out-of-pocket for the supplies they use, they'll figure something out.Those slimy sacks of shit on Capitol Hill clearly care more about funneling money into their office' coffers than they do the welfare of their interns, because if they didn't they'd already have been paying said interns a fair livable wage.

We were speaking in general genius. They can make laws such that unpaid internships are illegal for certain federal services for all I care. It's a bit different when you are involving private firms.
