Maybe I've just seen too many movies, but could there be ulterior motives and implications for a state of emergency? What exactly do emergency powers entail, and how else can they be abused outside of going around congressional approval for this ridiculous project of his? Would this give him the ability to declare martial law, silence press, etc to solidify power?

I'd assume/hope it's some roll-over thing from when we used bio/chem weapons, and our local laws prevented military from using it on enemies, since I suppose those would be "unwitting subjects".

Laws are only intended to be some level of morality and order enforced. If laws are wrong, on some level. Then they should not be obeyed and should be changed. Part of me hopes that if Trump calls a national emergency then, despite the fact that it's totally legal, the American people just say "No." Though I imagine that's stretching it beyond the moon, considering it would require a level of organisation completely unseen in politics. The emergency services, military and general politicians would probably be the most important factors in this, right?
