Trump did not specify who “they” were. Trump also endorsed violence against protesters at some of his rallies in 2016. At one rally in Iowa, he urged his supporters to beat up anyone getting ready to “throw a tomato,” saying, “Knock the crap out of them…I promise you I will pay for the legal fees.”

If Trump actually gave an order for the military to take complete control of the country and kill anyone that stands in his way, the military would be too busying fighting each other to carry out his orders. Entire military bases would defect and start fighting Trump's loyal goons. It would be a bloody awful mess, but the point is Trump is not getting an authoritarian dictatorship as easily as he thinks he might be able to.
It gets stranger, too. They evidently have ties to Trump: One of the founders of Spetsnaz has had some very sketchy real estate deals with Donald Trump and another is a former russian intelligence operative. The random actor gets captured and sentenced to life in prison, while the stochastic terrorist keeps his prime time slot and goes on to incite more lone wolves.   The stochastic terrorist may be acting either negligently or deliberately, or may be in complete denial of their impact, just like a drunk driver who runs over a pedestrian without even realizing it. This came out during Cohen's testimony, which most people probably already knew. Trump doesn't give direct orders, he speaks in very thinly veiled code and his followers know exactly what he wants them to do. This is why laws like the RICO act were passed, as a means to take down the head honcho who isn't specifically committing the organized crime himself.

As crazed as his supporter base is, not a lot of people want to make a martyr out of Dear Leader for fear of repercussion. Either from the government, or potentially from previously mentioned supporters. I'm sure people have, but Secret Service have no doubt caught wind of said plans and put a stop to them before anything could actually happen. Unless he starts legitimately trying far more drastic things from here on out (and I mean actually moving to do said things, not just say a bunch of stupid shit that ultimately leads nowhere), the better option would be to rally together and defeat him in the upcoming 2020 election. He's spent well over half of his entire term doing next to nothing, beyond just being a big, whiny manbaby, really.
