Wouldn't surprise me if Romney knows it will just get vetoed anyway and won't get the necessary votes to override the veto. So he is using this to look good.

There are few true Trumpsters in the Senate, Democratic colleagues have stated how much they hate him in private.
Considering the current plan (as far as I'm aware) for funding the border wall is taking money from the military budget, I can see why the vote isn't so close.

I think he's under the impression that executive actions are conducted via tweets. Nobody tell him the truth.
