As critical as I tend to be of the military, it wouldn't be all that unreasonable to say that there are probably fewer "bad" individuals in the army than there are in the civilian world, contrary to the popular belief that ~sociopaths would make awesome soldiers~

You're talking about women joining one of the most masculine organizations that exists in any society, the Army. A female, exposed by a bunch of men that have egos that match the size of the Sun every day at work. The Army briefs the shit out of this, your platoon sergeant stresses 'There's gonna be women here, don't you fucking lay an eye on them,' briefings on a quarterly basis on how to not behave towards a woman. The Army's constant emphasis on sexual harassment/assault prevention makes it a constant concern for soldiers that want to keep their job, they're going to see women as nothing but a 'possibility for an EO/SHARP complaint' because of the soldiers' constant exposure to these briefings.
It's like having your friend fuck with you by asking whether or not you locked your car and you end up nervously checking your car later on to see if it's locked. I don't want to say that SHARP has been blown out of proportion but its having a rising relevance in the military and military personnel are now having their heads on a swivel in areas where they previously aren't concerned about.

That's the effect of all these briefings that the Army is administering, it would certainly act as a Hell of a deterrent from the next pervy-Private that's setting his eyes on the female nurse but it won't grind sexual assault incidents to a complete halt.

I never blamed women. I cannot properly represent the whole male population of the Army and how they think but many of these men can't be relied on themselves to fix this problem if their problem involves thinking perverse things about female soldiers.

Not really, but they are always paired with other briefings, and those briefings on top of other briefings, and your day is filled with death by powerpoint and it is the most boring thing you can imagine. The content is just fine. Now, it is also a way to pick out the creepy ass people in your battalion, as they are the ones that ask the really creepy and detailed "So it's not rape if..." questions at the end of the briefing.
