Bethesda is rather lazy at developing their games at times and basically would destroy the way Valve works overnight. Valve is about making games that their fanbase likes and games that aren't as buggy as Windows 95. So far Bethesda has had a rich history of games that come out too early, or too late and basically when they do come out the games at best get a subpar rating by themselves. The DLC that usually is added has so far been okay but they aren't earth shattering. It's like Fallout 3 and how the fanbase for that games history were mostly disappointed with it's release. They don't seem to know how to please their fans correctly like Valve has so far. Though Valve has things it could improve on with the Source SDK for mod developers.. All in all, you can't mix Bethesda and Valve in one company. The only companies I can see that could work with Valve are Crytek or somehow GSC(that's stretching it though).
