I don't even know if you could convict the guy of "robbery through fear", considering the manager obviously wasn't scared. If anything it seems like the manager willingly gave the man the money, since no threats seemed to be used.
It's sometimes called 'strong arm robbery', where the victim is not threatened with a weapon or physically assaulted, but is robbed through the implied threat of violence. After all, you shouldn't have to make the robber beat you senseless in order to call it a robbery. Once the guy demands the money he is robbing you, it doesn't matter if you are laughing or crying. I bet the cop allowed the act to be completed so that there would be no chance for a defense of something like "I was ASKING for a handout, I wasn't going to take anything he didn't want to give me."
This still doesn't top the story where a guy tried to rob a bank with a toothbrush, but I have to say it comes rather close.

Why stop at just Attempted Robbery? The charge is doubled and no one is put in danger, sounds like he did the right thing.
