The video you posted is hardly any evidence of anything. You'd need a video with the server you selected, in-game with him jumping as much as you said or whatever else he might do. In any case: To call someone a hacker, get real, 100% full proof evidence of it, after that report him, and btw, the forum does not handle ban appeals so yeah... Just report him.
