It's quite unfortunate having to go through the trouble of backing up and re-installing everything, but it was probably a good thing to do anyway seeing how the system was acting up. It might have come up again later on with some other software, hard to say. But if you'd encounter this or any other problems again, just let us know, thanks!
I have almost this exact same issue except that in the cmd the failed message I receive is RegOpenKeyEx failed (32). Also I was previously able to play even after EAC was added, this new error didn't occur until after the recent addition of EAC to 7 Days to Die...which I know should not be relevant but the timing seems to coincidental. However I uninstalled both games and only reinstalled rust to test and not surprisingly it is still not working. Reinstalling 7 Days to Die now to see it it will still run with the anit-cheat active but last I check it was working fine.
I really can't afford to wipe my hardrive over this so I'm hoping we might be able to find a solution.
Update: the EasyAntiCheat Setup for 7 Days to die give more information returning the following:
Check that we have needed access privileges.
copy EasyAntiCheat.exe to system directory
...
the privilege check here is successful but the copying fails. So as of this time EAC is not working for either of the games I have that use it which is not surprising.
command prompt lets me get all the way to the install portion, and then launches the Easy Anti Cheat installer and I get the same issue I would if I launched from Steam.
I'm getting this error too, and I refuse to play the game until I can install EAC and it works without me having to go into CMD.
I should be able to click install and have everything "just work".

Come back when the Early Access banner comes off, then.
Anyone who expects an alpha to "just work" all the time needs to readjust their expectations.
