The Snow Jacket skins are a little messy. The Unity mesh is only "Snow Jacket", but there are actually three versions: Snow Jacket -- Black, Snow Jacket -- Red and Snow Jacket -- Camo.
If you make a snow jacket skin, I believe it comes out as Snow Jacket Red, which is a pretty rare BP. So players who go and buy a snow jacket skin in the Shop will likely be unable to make it and figure it is a bug (they will probably have Snow Jacket -- Black).

Maybe having a "load-out" option on your start/death screen might be interesting?
Depending on whether you are planning to maybe support different starting equipment to be available for server admins to specify, that might be an interesting idea anyway. Say, there might be a server that gives you pants and shirt to start with. (I'm only playing vanilla, but I understand there is great demand for things like starter kits especially throughout the fast-paced community modded servers)
Otherwise, maybe a player might select their rock skin on the start screen, in an options tab - that would definitely change the perceived importance of the rock though - but as I understand, it's actually meant to be a cult object anyway :)

I just realized that I uploaded the spider web shirt in an incorrect folder. I fixed it by moving the files into a new folder in the workshop folder, then updating the item. Will this possibly invalidate my submission regardless, or am I safe?

mostly the position/size of the eyes in relation to the balaclava folds. the edges of some of them are raised, and it breaks the illusion that the eyes are real;) as said though, pretty cool idea.

You can make that for use Skins instead of a normal crafting requiring materials, you will require to use one vanilla item already crafted + have the skin on your steam inventory.
That way you can transform any item into a skinned one, incluiding the rock.
*I suggest this because I suppose all the skins require the same materials than the vanilla ones... but I'm not sure about it... However if you are interested on make that some skins will require more materials than the vanilla items you can add that extra materials for the requirements when turning one vanilla item into a skinned one.

If I understand correctly, you're suggesting to enable the player to apply a skin to an already crafted item?
It's a conceivable idea, I like it. Maybe through something like a workbench, to limit overuse of (re-)skinning.
It should take some time to "craft", like learning a blueprint.
It's a nice idea, and to me as an outsider, it seems it shouldn't be too hard to implement at all.
Players who have "mastered the art" of painting something (aka found a skin) will be able to paint/dye/stain objects and maybe trade for it.

(Sadly, the fact that this is a Dishonored thing bodes not well for the chances of it being implemented though :/ )
Messed around with specular maps and made this cool pearlescent-ish looking paint effect

Is only influenced by, but all materials are homemade and in a very different artistic style. I think there is no chance to reclaim any copyrighted rights here.

I don't know if this would be a lot of work but, maybe on any upgrade to the SDK tools would be possible to add:
- The diffuse, specular and normal textures of the human male from the game, so that could be added to the manequin. (optional diffuse textures like african/european/asian would be useful)
- More "scenes" backgrounds & lighting settings that reassemble different biomes from Rust? (that way we could see exactly how different will look our skins on different areas)
I want to dive into Rust workshop-ing
other than the obvious skills associated with skinning- what do I need to know about the Rust Workshop workflow specifically?
