Your disappointment is misdirected. If you used all of Steam's safeguards to protect your account and still got hacked, then I guess you can be angry at Steam. If you shared you computer or didn't use all the safeguards, then you can be angry at yourself. Either way, you can't blame EAC for the breach of security on an account they have no control over, all they did was ban an account for cheating. To the rest of the legit population, that's exactly the customer service we want.
What I still don't get is how is he now out 3 accounts? If EAC's reply is supposed to mean that it WAS due to a hacked account, how do three accounts get hacked and banned?

Steam's response implies that it was something like a keylogger. It gave the hacker access to his account. I seriously doubt he unintentionally installed malware that was designed to get players banned on rust.

Another possibility is that he/she downloaded something related to rust or another Steam game (like custom skins, mods, etc) and it contained malware hidden inside it.
I am sure that there are a lot of other possibilities, as well.
Seriously though, it baffles me that there are people out there so destructive that they'd create malware that gets people VAC or EAC banned. :(
This is all, of course, assuming that he didn't actually cheat.

It could be entirely made up and just using it as an excuse to cheat... and thinking "oh this will get me unbanned" after all he claims to have spent 60$ on a new account and got banned yet again on a second.
In my honest opinion if you get a EAC ban for not hacking, why in the world would you buy a second account? It's basically common sense, Oh I got banned for playing legit, i'll wait 5 days and in the mean time buy another account until that's banned, then come in and complain about the ban.

because what sick chinaman hacker downloaded rust, played on his account, hacked rust and then got this dude banned before the owner recovered it. he said his inventory didn't get liquidated either.

I was just listing the likely scenarios that could have caused someone who plays fairly to get banned.
