This seems to happen when you are logged in and refresh the page,to fix this you have to log off by claring your cookies,this is happening to me too,after I cleaned the cookies it went on to download all the bundles AGAIN,its a bit of an issue.

This sucks... they redid the radiation zones and my old house's location was right in the middle of one so I died and lost everything... starting from square one
