Some folks just don't know how to maintain their integrity or why it is important.
hackers show up in droves to brag about hacking on the forums. people says "you will get yours". they say "fat chance". then they get banned and make QQ threads about it.

but when you remember that you are buying a license, not the actual game, you can have that license revoked at any time
The game is still fairly new, so anything that could just change a single file of your game, even if it doesn't give you any advantage into the game, could get you VAC banned. So just don't download or change anything related to the game, it's risky and useless.
Most people that are getting VAC banned says they didn't hack because they automaticly regret it and then will do everything possible to get it lifted. However, if you have installed a hack, you can't get it lifted and Valve WILL NOT tell you what hack and at what time you got flagged (because VAC ban doesn't show on your account automaticly after hacking, it might take a week, if not two, so you do not know what hack got you banned.)
So good luck with getting unbanned, but have almost a 100% chance that you won't.
Best solution here is create a new account and buy the game again. (Make sure to clean your computer first).

A video doesn't prove anything. Most hacks do not show up when recording in-game with programs like FRAPS. In fact, they're designed to...and also advertised not to show up when recording. I've seen numerous players banned after swearing up and down they weren't hacking and posting "proof" videos.
The fact that you're claiming you were banned for using fraps is laughable. A majority of players use fraps for in-game recording. If people were banned for fraps, there would be a massive uproar from the community. Sorry, not buying it.
And not to generalize but Brazil is definitely and statistically in the top 5 for hackers.

You should also remember you are also paying for a service. Should you feel that the service is inadequate or declined/revoked (what ever you call it) for an invalid reason (No matter what they put in their service agreements) you should be able to pursue legal actions.
Though in 99,99% of the cases the person in question did actually cheat and they could just decline any requests regarding "proof". Needless to say that if the cheater would decide to take legal actions there is no way he would win the case.
Legit players would stand a chance but will never ever (I assume) have any reasons to take legal actions.

The terms of service says that they can take away your games for whatever reason they would like to, and to buy anything on Steam you have to accept that TOS.

You agreed to their terms of conditions, which states that they may ban you for whatever reason. Your case would never stand up in a court of law, which would cost you more to take to court than to just get a new steam account and buy rust again.
Now for why you got banned, here is how VAC works. Your computer runs exe files which contain code that link to DLL files, this is possibly the DLL's provided by the Unity engine. Modification of DLL's is possible and this is how hacks are created. VAC scans the EXE and DLL files on your computer for any modifications. No legit program would modify a DLL or EXE so you have either installed a hack, or have a virus that installed it for you (unlikely).
Stop playing dumb and go back to using the + / - keys just for the calculator app ;)
