The people saying explosives were hard to come by in Legacy either played alone or with people that weren't good. I played on many servers where groups of 5+ would live in giant metal boxes and could grind out enough resources in a couple of hours to generate stacks of C4, raid the biggest bases, steal their C4 and resources, and within 48 to 72 hours have everyone else killed and running for the hills.
The only way I avoided being raided (I was a loner) was to build on the edge of nowhere and live in a little 1x2 shack until I scrounged up enough resources to get into the smaller buildings. Problem was that those would all be cleaned out and not have what I needed. I've seen this on multiple servers.
If explosives eventually do come back, there is only one thing I hope... that it can't be crafted and it is rare.

Hmm, I think it's not reasonable to say that people weren't good when they find it hard to get explosives. I think it's a matter of how you play the game. Having different priorities what to do first.
For example, as a lone wolf, I gathered nonstop to get my base complete. That took me like 1-2 days. Airdrops came after the establishment.
I'm always trying to make a complex base design and place the base against mountains (so they can't build next to it). All the metal I used were for the 40+ doors. That was my goal most of the time. Ofcourse I got raided, but they never hit the full jackpot. Oh and don't sit on your stuff most of the time. It will make being raided less painful.

But you do. With a cheats. Or in the empty server. Or in night time.
Because if you playing during day, every time you go out for resourses - there are about 10-20 gyus from area around doing the same. Some of them - in groups. Most of them will not only farm everything they see, but also everyone they see, so it is constant fighting for resourses.
So, if only you are not living in sope empty area\server, or not using help of the others\cheats, and not spending whole day on playing games, you will not farm enough sulfur to make more then 4 c4.
So crawl back to your kindergarden server, where people allow you to farm whole map without troubles.

Haha, i played just the same, only used wood for main house because it is a lot easier to gather, and metal went all for doors, that allowed me to build more then 100 rooms.
Also i played on official Germany 2, that was full of cheaters all 5 months that i stay there - and still, even when cheaters with a lot of c4 tried to raid me, even when my house once almost decayed because of server went down for a long time, i never was fully raided and always had my main stuff and all of my c4-s safe =) Once guy blew almost 70% of the doors, but still didnt found it)

I said you either played alone OR with people that weren't good. You fell into the category of alone, as I did also.
I hardly ever got raided because I would build a huge empty base with a few boxes of minimal amounts of various items. This would be a big decoy. Raiders would waste C4 and wood getting to the top to get 1 or two explosives, a small amount of metal or gunpowder, and some extra guns I had laying around. My real stash would be in a small 1x2 on the first level tucked into a corner of rock. They always passed this over and went for the top floors. Any stairs they used to climb my base would be absorbed into my base forming an even larger one.
TL;DR all the posts just your main one, they will add C4s but they just focus on other things first, the moment they add C4s I can bet about 20% of the old players will be coming back already, just have patience, they didn't do anything wrong, they just didn't finish building it yet.
