Uhhhh, because this is the first implementation in alpha and they're not going to spend four months perfecting it [I]first[/I] before putting it in so players can try it out?
Do you think any feature, ever, was perfect the very first time it was patched in? Why is it different now?
I still do not get all the fuss about ladders. I guess people have built these elaborate towers with out giving any thoughts to the avenues of approach. Through my travels all the empty bases I've discovered with ladders on them have almost zero movement restrictions around their bases while being out in the open, very conspicuous like. Oh and it almost always seem like they are on the low ground.
If you do not have the resources to adequately build a big base, dont build a big base.

Even if it was added in the most perfect way we'd still also have all these people complaining. Change is pretty rough for people not prepared for it.

At least part of why people build out in the open or on low ground is from how rigid the building system is. Without a way to level terrain for your foundations, or a way to manually adjust where a floor attaches, players get restricted into either building poorly to fit in a good area, or building well designed bases in terrible terrain.

This is definitely true, and it has become even more restrictive. I haven't been able to place foundations that stick into ground more than a few inches. I also really miss the way you could stick a foundation partially into the rocks in Legacy. I really liked houses with the cliff walls as part of the structure. Right now there are lots of really nice narrow gaps around the rocks, but you can't place a foundation in there to take advantage of the natural cover that cliffs can provide (not talking about actual bases in the rocks).

Have you ever tried to build around?
* Cliff side near ocean = you can not build there. Despite it being great hiding spots to build. I even had nice sticking out area's with clear flat rock, building denied!
* Too strong inclining hills = you can maybe put one tile there and that is it. So easy to breach a one tile base.
* Hapis map ... you not build on most of the snow covered mountains. You can not build upon the rock slide area's. Cliffs are onbuildable. Its a smaller map then the default 4k generate maps. And half the space is onbuildable. In my experience the Hapis map is even worse then the regular maps.
* Differences in terrain make it impossible to "snap" a foundation to the higher or lower one. Forcing people to try and make it as close as possible ( difficult as the game tries to jump up or down on your other foundations parts ). And it just looks ugly.

Like stated a 100 times in this topic. The only defense you really have is putting massive amounts of resources into more & more walls. That means bigger and bigger bases.
If people there walls scaled correctly with the demolition costs, then there is less reason to build such big bases. But when C4 does 3 tiles far damage and with 2.2 C4 charges you can breach any armored wall... And even more so when it becomes 3 C4 + 2C4 + 1C4 the more deeper you go...
The whole 1x1 armored "not interesting to raid" base only works so long. On the server i play more & more people are also focusing on those smaller 1x1's. Because most of the big bases are now destroyed / over raided. So the smaller one's are interesting now. And people realize that more & more people are trying to divide up there loot so they go after the 1x1's.
Even seen a clan who build a big wall and inside there wall nothing but 1x1's. Because that was the only trick to prevent the C4 3 tile blast damage and this makes the raiders wast way more C4/rockets. But it takes so much space and its difficult to hide what are your loot and what are your fake one's because most flat ground is lower. So a enemy clan can see from a higher spot and mark the good loot 1x1's. And its also extreme difficult to defend.

Building against cliffs is in general a open invitation for top down breaches. Build a few bases like that. Because of the building restriction you at times have difficulty to place walls. Defenses like barricades are hell to place on uneven rock formations, leaving big potential holes that the enemy can use ( and they will! People have the patience to look around and find weak spots ).
