No, zombies were not placeholders for anything. Rad animals were placeholders for the loot drops that are more common than airdrops, which have "evolved" into the barrels we currently have. But if I understand correctly even barrels are placeholders for something better.

pretty much right. legacy was the working prototype, nothing more. sure, maybe they didn't intend to rewrite the entire game, but shit happens and that is what they had to do.
zombies were removed so the game could be original. rad animals were placeholders to replace them until something better could be brought in.
