I think there should be tiered rad towns. The ones with little to no radiation only give you a little bit of decent items. So these towns could be used for PVP wars like legacy rust which a lot of people seemed to like see how everyone built near them. Then you should have rad towns that require a rad suit but doesn't give you radiation. And finally a big rad town with excessive radiation so even a rad suit barely helps.
I guess radiation is a wip because the radiation makes no sense whatsoever. There is nothing around that causes radiation at all.

Maybe "radiation" is more of a generic toxic hazard or risidual effect from some past freaky-deaky experiment.
