Right-click the desktop, if you have a 'Graphics Properties' option there which opens up the intel graphics controls, then pop into the 3D category, set it to Custom, and disable Anisotropic Filtering (set it to Application Controlled). You can so try just popping the auto-adjust slider down to max 'performance' setting.
In this same control panel, you can go to Display> General Settings> Color Enhancement to adjust the gamma up to e.g., 1.3, to make rust more playable at night (without making daytime burn your retinas).
If you're still struggling then in-game press F1 and type gfx.all to see what graphical settings are set to (and render.level 1 or 0 to switch between max or min quality overall in Rust - I play at 0.4). Most importantly, grass.on false, but I'm guessing you did that already since you said 20fps and not 2 ;)

No worries mate - and yes, I knew specs of the 3570k and incorrectly assumed they'd have the same iGPU. Glad I could help though ;)
Edit: if you can't access the Intel controls via desktop, the actual program that runs from it is C:\Windows\System32\GfxUI.exe on an XP computer, probably similar location on all systems.
