While I see what you're trying to get at, many of these ideas are not very cogent to a base-survival type of game which I believe Facepunch is aiming for with the vanilla version. I do believe adding the capacity to add many of these ideas through server modifications should happen, I don't believe the game at its core should try to follow these suggestions for the most part.
On a slightly separate note, there is a rust suggestions subforum, and you may wish to take a look at some other general gameplay suggestions, such as [URL="http://facepunch.com/showthread.php?t=1353752"]this one[/URL]. The linked thread focuses more on gameplay progression on a general level, creating a clear-cut endgame that cannot be monopolized nor does it plateau.

I really think you're wrong when it comes to whether these ideas function well with the type of game Facepunch are trying to create. The base-survival type of game requires a lot of depth and variety in order to keep the players interested. The very nature of the game is time consuming, by building bases and gathering all sorts of items. Adding more options and natural progression within the majority of items, structures and activities, you get a more complex and time-consuming game that does not plateau.
Facepunch has said themselves that they want to get rid of military grade weapons as they are in the game at the moment. They want to implement some sort of military grade crafting and scavenging, but it should be extremely time consuming and at the very endgame level. They even talked about getting rid of automatic weapons entirely.
They want a game that is both realistic and progressive for the players to experience, whilst making sure that there is enough content and depth for players to continue playing. I believe my ideas and the suggestions that are in line with the general vision, truly fulfill these requirements.
I'd like to add an item.
Radios. So you and your team mates can talk over larger distances.
In game options also to increase/decrease various sound channels. Like making voice chat louder if you wanted.

Communication equipment for end-game play could be a decent idea, indeed. However, I think it has potential for something other than talking to your team mates. I think enabling a radio-system that is server-wide, and the ability to set up channels between two units, would be a much better use for it. Imagine setting up a channel between your house and an enemies house. Taunting each-other and threatening one another. Perhaps set up channels to your allies on the server as well, in case of an attack where you would want back-up. There are tons of possibilities!
