No indication that Rust Essentials is running sounds like it's not installed properly.
Who is your game server provider? I'm with Streamline and GameServers.
Maybe someone with the same host as you and using RE can help.

1. Stop your server (make sure it has stopped)
2. Go to MOD Manager
3. Uninstall all MODS
4. Go back to Game Services
5. Do a Steam Update

7. Install Rust Essentials 1.7.0
8. Back to Game Services.
9. Start your server
10. Connect to your Rust Server
11. Rust Essentials Confirmation? (Instead of SERVER it will be Essentials)

Still having a slight issue with the RE. I am able to use commands, none of my friends are able to though. i did add their UIDs and names to the ranks.ini and /reload all, but they cant use them.... also certain things i change dont work either, for example, instead of starting with a rock, torch, and bandages, i have other things to start with, and i still get the damn rock loadout.

1.When you say "they cant use them", do they get any messages to do with permissions?
ie They don't have permission.
Or
2. Do they type in the command and nothing happens?
Which commands are they trying to use?
edit: If they typed in a command and nothing happens (assuming spelling is correct) then they are most likely missing an argument

They say some work, and some of them dont. i think its the ranks.ini. i added 2 of them in the same way i did mine. everything works for me.
but there is a few of them saying that if they have a usernane longer than 15 characters it kicks him, is there a way to change that?

As a new Admin to rust I like to get the most out there for the guys that play on the server..seem alot love team work and hate FF (dont blame them) fast easy game play with full guns and armor ever time they die.I love setting up killer starter kits and build kits for my players. the next step with warp in and per set tp in to war zones sounds great. Safe zone work well for me

edit RustEssentials/config.ini, change maximumNameCount=15 to a higher value.

In RustEssentials you have remove tool which you can use as admin to remove anything. Other than that you may give access for players to /remover, which they could use to remove their own structures (you may set if they receive back some items back from the destroyed object and if they will be able to destroy ceiling, pillar and foundation)
Zones could be created with /f safezone and /f warzone.
Players could create factions and factions could have allies. You can set in config the damage multiplier for neutral, friendly and ally damage.
There is a /leaderboard command if you want to get stats on deaths, kills and kdr.
tp and tpa also works.
