You don't meet the minimum for RAM, your card is out of date, clock speed is below minimum and a pentium dual core won't do you much good.

Fps tends to stay at 30. With grass.on false 25-35 fps no major drops at all. Fps tends to stay at 30. Test with a Anti-virus,Chrome, TS , Razor Synapse open,a firewall, and very minor background processes running. Max temp is around 70C (over 100F).

And the info about CS:GO is no help because it is a completely different engine. Solution: Probably buy a new computer, unless you are willing to replace the motherboard, CPU, and graphics.

As for new parts, go for around a 600 series from nvidia and upgrade your cpu to a third or fourth gen i-series (i5 recommended) keep your OS because 8 is shit. Also probably keeping your HDD would be good, but if you find it slightly low on space either clean up or go for some external storage.

Also, an entire fixup of parts you will need is a new card (most likely,) new motherboard (socket LGA 1150 for fourth gen, and socket 2011 for third gen, if I remember correctly,) new CPU (dependent on the board,) and MAYBE a new hard drive, if you don't like the amount of space you have, though that is completely independent of your performance (unless you go solid state technology which can be a real speed booster for your system)

Upgrade your processor and I would recommend upgrading your graphics card to a 6000 series.
My current built (wich is very bad!) is: AMD E-300 1.3 GHz AMD 6310 (Not even a real gpu!) 4 GB Ram I can run the game with only 8-12 fps. My next built (That I'm actually building) AMD A6-5400k 3.6 GHz (Using the integrated GPU) 8 Gb DDR3 1600mhz I hope that I could run the game with it...

Buy an Athlon if you are running on the FM2 socket, since it is about the same performance as an A10 minus the integrated GPU. Use that extra money to buy an actual graphics card (6000 series from AMD or 500 series from NVidia recommended.)
