I am trying to buy skins I have bought some before. when I click an item to buy it brings me to a blank page with the price of the item and a green bar, I click the green bar and it adds it to my cart, I then head over to my cart and there is no option to purchase just shows the item and has a link to remove the item. please help I have also tried using the internet browser to try to buy and the same thing happens

What's most likely happening is that you have "outdated items" in your shopping cart making it impossible for you to buy anything before they get removed.
The process usually happens a few days after the store updates/new skins come out.
You should be able to buy items by now, if not I'd suggest contacting Valve to have them look at the issue.
