Sadly you cannot upgrade to 7 from XP. XP is too old and shitty. What you can do is use the transfer files and settings wizards. And backup your savegames and steamapps folder as well as any files not caught by the wizards.

Each field is still half the resolution of the frame. And interlaced content can have each field represent it's own point in time. Doesn't have to be 60 fields = 30 fps. Could also mean 60 fields = 60 fps effective.

When you format you don't delete data, you just remove all references to it. Deleting takes hours. But that isn't what Windows does either, it checks the hard drives integrity and presumably adds bad sectors to an "avoid" table of some sort.
