The host's timezone shouldn't make _any_ difference, all our nodes are set to their local timezone. As long as the host's time is correct (ntpd!) then timezones set within VM's work perfectly.

Switch to Google's DNS or OpenDNS and the 'propagation' time is almost nothing. On OpenDNS you can just refresh the cache manually via their site. Also make sure the TTL on your DNS isn't too high (we use an hour/3600).
