10 years is actually a comically poor development cycle and using it as justification for the price is ridiculous. The only reason it took 10 years is because the first few years were a fucking mess and they almost lost major parts of the project multiple times.
That said, unlike paid mods for a game that already exists, mods becoming stand alone paid games isn't a new thing and is actually a good thing. Often the paid version will receive a lot more advertisement, get a swell in users and can even have new mods developed from it.
So, is Black Mesa basically an official HD Remake of HL1 now? I mean it's gone from Valve approving, to Valve letting the devs sell it like an actual product.
That's a really awesome precedent, imagine if other games start getting the same treatment. Like that Timesplitters multiplayer remake some guys are doing, it'd be great if Crytek made a deal with them so they could monetise it and hell, maybe they could even use that money to fund doing the story modes as well!

10 years is actually perfectly fine for a team that isn't doing it full time

software development squeezed from spare time can take an order of magnitude longer, i commend them for committing to the project
many independents do not last that long to begin with
