Riot has just started slowing down recently. They used to release one every 1 or 2 weeks. It's honestly better this way (and the way DotA has it) because it gives them a ton more time to test and balance changes and get pro player input. One of the members of Curse was at my school about a week ago and talked about how they get character, item designs/reworks thrown at them and play a major role in their development.

I'll be honest, he forgot a lot of them. He also forgot that a good chunk of those were Starcraft maps that got ported, especially into the early days of Warcraft III. Some of them were also just awful entirely.

The thing is, all the heroes exist now but they just need to make the assets for them. Obviously, with Valve these thing take time.
