If the devs add OP P2W stuff to an ingame store, they'll get roasted by pissed off players (MOBA players love to bitch, it's a fact that comes with the competition), and shipping completely new games would split the player base

They don't even know what a good company is, so.....
I consider most MOBAS to be a 'containment game', like CoD games. It keeps their incredibly annoying and toxic community out of the games other people play, so as long as it continues to do that, I'd consider it 'perfect'.
