What's so special about particle effects, fog, and textures that appear when those two things are active at the same time? The game still looks nice, but this rain isn't that special.
Since the main character deal with smoke and fire, then I'm hoping i can modify the terrain a bit, such as if I did a super hot flame nova, I'll evaperated the puddles into steam, that if there was a battle near alot of water, in the end of the battle if you look around, the whole place look foggy as hell due to the steam, that during the battle, I've evaporated a lot of water.

The api they are using is also pretty "special" because it weeds out all the gritty work in turn for the more flavourful work; you don't need to make any specific "wet" assets for this one street corner or this one stop sign, it dynamically does it for every peice of geometry. That alone is pretty amazing. The new Cry Engine can do this, but the difference is that is on a super powered PC not an inferior console. The fact that this is even possible is stunning. Just because it's "just textures and particle effects" doesn't make it less impressive (also it's not just textures and particle effects fyi)
