I've always wanted to try a card game like this, but how exactly does it work. Like do I need to keep buying card packs as well as the base game?

They do bring out new deck DLC but if I'm not mistaken, they can be unlocked in-game as well.
Are all the cards available ingame or do you have to buy decks to get certain cards.

For this game specifically you can unlock more cards for a deck by winning matches with that deck. The cards you can get are pre-set, and you unlock more by beating them megaman-style.
There is also mode where you open booster packs and make a deck from that, and as you play with that deck you can get more booster packs for it.
It's not quite the same as something like Hearthstone where it's a fully online digital-only game that you buy cards for - it's more of a standalone product.
Lets put it this way. You buy a deck, and you get a certain number of cards to start with, you can unlock more cards to customize that deck with by winning matches OR by paying a small additional fee for a deck key, which will fully unlock one deck of your choice. Honestly, I think half the fun is playing the game to unlock the rest of your cards and give each deck their full potential.

You unlock cards by using the different decks. You don't have to spend a dime if you don't want to.
