Many many games promise something and sometimes it doesn't make it to release. To basically say the game is ruined because of an insignificant feature not being in there is baffling and stupid.
Besides, even if it was in there, people would then find something new to bitch about in the game, and the cycle continues.

eh Payday 2 in general has been a bit of a flop IMHO. Too much DLC. A lot of advertised features are not present. Far too grindy. Crimenet, something they made out to be a revolutionary thing that'd tie your heists together as some sort of long storyline of ever increasing criminal notoriety, is nothing but a glorified and inefficient server browser.

The only feature yet to be delivered is safehouse customization, but OVERKILL has repeatedly stated that they're working on it, just that the Diesel engine isn't too flexible to begin with.
And on the topic of DLC, there's 7 DLC packages. Between those packages, there are about 4 heists added completely free of charge, a few masks, materials, a few guns you can get free of charge by joining the steam group, and countless updates, one that even included a brand new difficulty setting.
There have been 31-ish updates since launch, and it hasn't even been out for a full year yet. There's continued community interaction and support, along with a generally friendly attitude, and involvement in charity work.

He's disappointed with the game. Although the post-release support is appreciated in this gaming climate, this isn't something you can describe with numbers. It's not down to xyz feature not being implemented or an update not going through. Non-standalone non-full-conversion DLC will never be a remedy for this kind of thing either. The last thing someone wants to do is spend more money on something with a lower $:fun ratio (DLC) if they're not impressed by the game itself. The DLC is just mission and weapon packs anyway, nothing particularly drawing to people like him and I.
