It was kind of UP compared to the Splendid Screen.
The extra flame / explosion resistance wasn't too helpful, because, well, you're going into melee most of the time.
There's also the fact that the Splendid Screen does enough damage to kill a Soldier (230 points before damage spread) when it minicrits with 5 heads. And the lowest damage (85 points before damage spread) it can possibly do will take out half of an ordinary demoman's health.
I wouldn't be complaining about the sets, barring the Gas Jockey set.
They moved 50% sentry damage resistance from the set's normal 20% to an activated Batalion's Backup buff, and the Shortstop give you a 20% increase in healing when hitting people under the effects of the Mad Milk. Darwin's Danger shield lets you survive a non-charged headshot at full HP now, without any set bonus.
You sort of get the same effects, but without the garbled mess that is a set bonus and instead only have to use a weapon or two.
As for the Saharan Spy, they ditched the silent cloak and gave the L'asdf make your cloak last even longer. I say that's a nice change.
Gas Jockey set changes are horrible though. Moving the stats to the Powerjack and changing the 10% bullet vulnerability to 20% ALL damage vulnerability has pretty much made using it a death wish.

Well, that's better. Sort of like a Mini-Escape Plan.
But because of the changes using it in battle is now really bad. Only safe way to use it now is ambush.

the thing is, you're not supposed to go apeshit with demoknighting like everyone else is. The shield gave you nice resistances so you could hold your own in demo v. soldier or demo v. pyro pretty well. It's sort of like playing gunboats soldier but with grenades and resistances, rather than full melee which is just dumb.

Escape Plan is currently my main and you had to ruin its purpose, retreating or kamikaze.
Well, I was excited to learn that the Sniper set would no longer have headshot immunity. I'm no longer excited because now the Danger Shield gives you enough resistance to bullet damage that you can survive a fully charged bodyshot and an uncharged headshot with no real downside. This is a huge buff to the Danger Shield.
I'm so mad. I didn't want to play again!

Don't think anyone is going to be using the Buff Banner anymore when Battalion's Backup charges the same and blocks crits entirely (Kritz Medics and Snipers are going to be in for a rude awakening). I can see that thing getting nerfed soon (the extra sentry resistance for the team messes up the inverse relationship with the Buff Banner further).

Fuck the Danger Shield change. It used to be that even though you couldn't be headshot, you also couldn't land a headshot. They fucked that balance up.

Back when I actively played TF2, the Saharan Spy set was p much the only reason I played it.. it was just so fun to uncloak behind people making almost no sound whatsoever. But now it's ruined. It was well balanced, there was no point in removing it. They should make a new watch and give those stats to it.

It was rarely an actual problem in the years of experience I have playing Egypt. It could be annoying, but it was never game-breaking; it's not like a red team that managed to build on their archway had a guaranteed win for that round.

Set bonuses were terrible and went against everything Valve was trying to do with the items. It's downright wrong.
A scout with the milkman set gets the health bonus, while a scout with the exact same items minus a purely cosmetic hat is at a direct disadvantage and that's not how TF2 is supposed to work. You're supposed to counter someone, not build a set of items and be a dicklord.
You have sidegrades, not upgrades. There might be a few straight upgrades in the melee department but oh well. You shouldn't try to be working towards a "set" of items just so you can get an overpowered no decloak noise bonus from it when you don't like any of the items or maybe even the weapons.
There is more than enough extra weapons for each class for you to be able to explore a new playstyle, you know, what the game encourages. Obviously the huge majority of the playerbase thinks set bonuses are wrong too, so Valve removed them even after saying that they legally couldn't because idiots were buying the entire sets just for the bonus.
I hope they add items in the future that have those stats again though, the silent decloak was very fun

It was such a pain in the ass though. The map is already poorly designed and allows for the first spawn point to be considered a chokepoint. It adds insult to injury when the only classes that can make it out of spawn alive are bonked scouts and ubered people. Everyone else can only get one shot in before they are turned into a bloody pulp by three sentries out of their range and the firing squad made up of snipers and demos.
And don't forget they recently added the rescue ranger meaning the engineers won't have to huddle around the arches anymore.
