They could blame society for them being raped, and that's part of the bigger problem.

Sympathy isn't blaming the victim for their assault.
You are too much of a coward to outright say it's their fault but the language you use (lower [B][I]their [/I][/B]chances of being raped as opposed to lowering rapes in a population overall) shows just how unsympathetic (to say nothing of ignorantly cruel) you really are.

I didn't say that we shouldn't work on lowering our overall rape chances on a social scale.

By saying you can do something to make the chances of being raped higher/lower (which is, I repeat again, impossible), you're placing the onus of responsability on the victim.

Yes, whether you get raped or not is entirely dependent on the rapist because he's the one doing the raping I'm not disputing that, but some thing in today's society involve taking risks like getting raped for example (unfortunately), this is not the victims fault, it's the way our society is, and we need to change that.
However, the are some things which you can do, to lower your chances of getting raped.
If you don't/do this, and you still get raped, it's not your fault, ever.
That's all I'm saying.
