The bottom line is that a sizeable number of people voted for TF2 for the test of time award because they still play it and enjoy it even though I personally might not. It is most likely not a Valve rigging conspiracy. If you disagree with your peers in a video game award ceremony, I suggest you get over it like I have.
I'm not saying there is a conspiracy, I really couldn't care less in that regard. I'm just saying I don't agree with TF2 being a top pick for the "Test of Time" award. Because as I already said, the game really hasn't aged well. And I don't think the positives that TF2 brings to the table outweigh its many issues. Hence why I think TF2 is a bad pick for the award, because it hasn't stood the test of time, all its done is won a meaningless popularity contest.
So it's a meaningless popularity contest by virtue of you disagreeing with the opinions of other people? If you agreed with the opinions of the people who voted for something would it suddenly become meaningful? Please explain further. It's almost as if you're implying that TF2 being bad is a fact, not an opinion, and that everyone who voted for TF2 is wrong, and this deserves frustration and anger for some reason. But that would be stupid so I know you're not implying that, so clarification would be nice.

It's like it all boils down to "I think the frustration comes down to the fact that [I personally disagree with the people who play TF2]." Why does frustration come from that?

I'm not saying it is a fact. I'm saying that TF2 has not aged well. That doesn't mean it is a bad game. Just that it hasn't stood the test of time, as the award is about. It seems to me like you don't understand what "test of time" means, really. A game that has stood the test of time is still good today as it is the day it came out.
I already said why this could not be the case. I think the only things that are of high quality in TF2 would be the voice acting and the fundamental gameplay mechanics (while many of the new gun/item additions have only really detracted from this). While things like the art style is bland, but functional. The music is forgettable. And many of the maps that were popular back in the day, like 2fort, are garbage. In fact, the best maps for TF2 now are community made maps made years after the games release. Hence my argument on why TF2 has not stood the test of time.
Playerbase really has nothing to do with it. A game like SpaceChem (for example) has virtually no playerbase but it will still be quite literally just as good today as it will be 10 years from now.

And to a sizeable number of people, TF2 is as good today as it was the day it came out. See what I mean yet?
Like, come on man. "I'm not saying it is a fact. I'm saying [opinion presented as fact]."

And I disagree with the first bit. I don't think the game is at good today as when it first came out. Nor do I think most people actually think that. It certainly seems more likely that people voted it because A) it's fun and B) it's popular. Which says little about the award. We can go back and forth on this forever. This discussion isn't going anywhere.
As for the second bit. That's how you present an argument when the argument in question isn't based on objective facts. You present opinions and try to justify them as best you are able. Why even bring it up?

But you literally said it was a fact. "I think the frustration comes down to the fact that TF2 really hasn't aged well." This is where my confusion came from; why this was a fact, and why it justified the frustration. Now that you clarified, though, nevermind. You just think it's a game that didn't stand the test of time and people are frustrated because they don't like the game that got voted in. Fair enough, I guess.
The real tragedy is the "Villains who need a hug" award. None of those villains need a hug.
I put FEAR because Alma definitely needs a hug.
I think the frustration comes down to the fact that TF2 really hasn't aged well. It's aged decently in the art department. But the game certainly isn't doing great in any other departments - music, level design, etc. "age" doesn't mean player count.
Except the award isn't for "it's aged well", the award is for games that people still enjoy as much now as when they were released:
This award is for the game that is just as good today as the day you first played it. Newer games may come out, but it doesn’t matter… you’ll always come back to play this one.
It's nothing to do with how well it holds up graphically or how 'modern' the game feels overall. It's just how fun it still is for players compared to when it released.
It's a game released almost 10 years ago. 50,000 people at a time still like it enough to play over other games. It definitely falls under that category definition.
I still have plenty of fun with TF2.
Cosmetics asside all they've done is improve balance and add new content.
Most people bitching about 'new tf2' don't even play, the core game is still there.
I think people are moreso talking about how the community is an utter shadow of its former self. A community is really what makes or breaks a multiplayer game.

I think the TF2 community is still pretty damn awesome.

I don't think that makes up for how much smaller the community is compared to 3-4 years ago - heck, 6 months ago even, or just how toxic things have gotten since mannconomy.
