Based on every other Bethesda game so far and based on the PCGamingWiki entry for Fallout 4, the game technically isn't locked at all. It assumes you have a 60Hz monitor and turns VSync on by default.
That means if you're on, say, a 144Hz monitor, you won't be capped at 60 FPS, but at 144 FPS, with all of the physics bugs that come from that, or in this case, a massively increased gameplay speed.
So there's also a bug with widescreen monitors where, if you have your resolution set properly, the lockpicking minigame will literally just not show up. My main monitor broke recently, so I had to dig out an old widescreen and I ran into this problem quite early. So I either get to play at a weird resolution, or I have to just not lockpick.
Edit (but not really):
Ok, I looked it up again, and it looks like if you set FO4's resolution to be literally one less pixel on both sides, it fixes this problem. But still, that's a really weird bug for something that I don't feel is too uncommon.

i have a 144hz monitor and it locked itsself at 72fps
Strange.
I am using a 144hz monitor and I locked it to 120 to be safe. I have yet to encounter any buys at all, I can open/exit terminals and all that shit.
I have played for aprox. 9 hours now.

does this mean if I lag and my fps goes below 60 the game slows down?
Note to myself: Never pre-order a game again. I've really hoped they would learn from their mistakes but putting bugs in the game which have been resolved in past games is a big joke. Playing with mouse & keyboard is also a mess (building for example is way easier with a controller). Building a base doesn't seem to work that well, too. Well, should've known that, it's a Bethesda game after all..

What the crap is wrong with arm symmetry being THIS off? He was in cryostasis, there's no "way to pass the time" in there.
Goddamn this game is a disaster. Modders gonna have to work double time to fix it.
It's a shame, because the overall gameplay is actually fun.

I'm playing with the steam controller using purely keyboard and mouse inputs and I don't have any issues
then again... I AM USING a controller even still.

I used to get these issues because I averaged 90 fps outside & 140+ in interiors, ESPECIALLY when you're only rendering the terminal screens/locks on doors..
Maxing out every FX setting has locked my FPS to ~60, making it run like absolute B U T T E R.
