This game has been hyped up so fucking much, I bet it's gonna reach the top list of disappointments for many people. Yeah, I know I shouldn't judge before release yadayada but honestly I'm not expecting much from this.
The last game I remember doing this was Infitite, but even then at least what you paid for was scaled.
That list in the article has a mish-mash of everything. It's a fucking mess.

Publisher's don't really care. You need all the DLC packs to be spaced out evenly so people will keep buying additional content before they put the game away. More available DLC means a better daily active user count, which means better player retention, and that's where the money is. Games make the majority of the money from their entire lifetime in the first 6 weeks, so the DLC is spaced out along those 6 weeks.

This is fuckin bullshit.
The way the package is set up is so that even if you get the most expensive set, you'd still have to download the season pass which will only be useful for half of the dlc available because you already have the other half.

So basically free shit. You shouldn't try to justify that. Nobody is forcing you buy the other versions. I'd just buy the base game itself and not care about the the DLC.

People pirate because they ABUSE DLC. DLC is made for releasing content that while not quite as big as an expansion, is still worthwhile content and can be sold at a lesser price. But (some) devs try to get away with releasing DLC that require as little effort and sold in as many "packs" as possible. Some go as far as cutting content from the finished game and then releasing it as DLC (which usually backfires since people find the content in the game files). DLCs are supposed to be add-ons to an already complete game.
Also please note that I'm not saying people should pirate games who release DLC or anything like that. Or that this is the only reason people pirate things.
Also... am I seeing something right here? What if I just want the base game on PC? Looks like the cheapest version which you can get on their online store is the "Digital Deluxe" one which comes with most of the "packs" except for two. Then if I want to actually get the rest I'd have to pay for the Season Pass. Why not have a base game, then a season pass if you wanna unlock everything else on top of that?
Come on, I believe Watch_Dogs will be a great game and I'm looking forward to buying it, but there's some things that can be questioned here.

It's not like the DLC is required to play the game. The game should be complete without DLC (if it's not, that's another problem, but I don't think that's the case here), and the DLC is just [i]additional[/i] content if you really want more to it. I just see people trying to justify having everything without paying for anything.

Fallout: New Vegas did pre-order DLC based on where you pre-ordered from right as there were only 4 packs, they made starting out a bit easier and most importantly they were eventually purchasable if you didn't pre-order at a reasonably low price.
Where as with this being Ubisoft, odds are once the game goes live they will forget any of this stuff exists or more likely bundle it together as a package that costs as much as the game itself. Plus the PC version will most likely not run right.
I got it dirt cheap on sale for like 33$ haha fuck you and fuck your DLC Ubisoft!

The problem is that this game has a supposed dark souls-like invasion system where players can invade your single-player world.
Now imagine if dark souls had 99 DLC packs that did random +1 boost shit like **PREORDER AT GAMESTOP AND RECEIVE 5% MORE STAMINA REGENERATION**
It isn't fair and would essentially hinder the PVP for anyone who didn't get that boost, and that's exactly what they're doing here.
