lol again he throws out a dropped girder transition because it's a lil cut off. still totally disagree with his stance on these partial frames. you can easily draw a line through the screen and make conclusions off of what you got for those two frames since Arcade shows those fallen girders in a very specific way that'd show on those half frames. but whatever, there's still plenty of other full frames.

We're scrubbing through the video tapes and all indications point to MAME. Jace is being a bit wishy washy so as not to cause this to be TG's official stance as they haven't completed all their testing yet.
tl;dr we're jumping around to transitions and it's either "inconclusive because partial frame", "this seems to suggest MAME", or "holy shit it's the finger... uh... yea...." and like chunky said, nothing is being stated as an absolute.

I've skimmed through a few threads about this and I don't think I've seen it mentioned, is there any concrete advantage to using an emulator or is it just one of those things that's against the rules just in case it is
I imagine it's easier to inject subtle manipulations, something I wouldn't put past a character like Billy Mitchel to do.
I don't know about giving players more advantages in normal gameplay, but I do know that it tends to be easier to cheat on emulator than original hardware.
Using an emulator isn't against the rules, but from my understanding, there are rules in place to separate the score categories for the game. Scores done on original hardware have their own scoreboard, and scores done on emulator are the same way. The categories are separated for a reason, so Billy using an emulator and claiming original hardware is cheating categories.
Whether Billy actually cheated in the game I have yet to actually to see, he might in fact be a skilled emulator player, and had he advertised his runs as such, he probably wouldn't be in the trouble he is now. Of course, he also wouldn't have the fame either.
I mean with save states you won't have to directly manipulate the image to fake a score, so if you splice it competently, it'll be that much harder to find artifacts or whatever that could expose you as a cheater. Emulator runs might be totally legitimate, but claiming that you made a score on real hardware, and then it turns out you didn't, it seems pretty likely that there's something incredibly fishy going on.
I'm not really a speed running enthusiast, though.
